The European Union has implemented a new customs handling fee of €3 ($3.40) on low-value parcels entering from outside its borders, aiming at curbing the influx from popular overseas e-commerce sites like Shein, Temu, and AliExpress. These platforms previously took advantage of duty-free privileges, but the new regulation imposes a charge on each distinct customs classification within a shipment. Thus, packages with items in multiple categories will face several fees, whereas those with identical products will incur just a single €3 fee.
This change is part of the EU’s strategy to tackle what it perceives as unfair competition and to close loopholes that allowed foreign retailers to offer significantly cheaper products by avoiding customs duties. The surge in low-value parcels entering the EU is largely attributed to the booming cross-border e-commerce sector, which has grown rapidly in recent years.
By imposing these fees, EU officials aim to level the playing field for local businesses and ensure fairer market conditions. The adjustments are also expected to discourage the misuse of customs exemptions, which had been exploited by international sellers to undercut local prices, thereby impacting domestic retailers adversely.
Industry experts predict that this new fee structure might initially result in a decline in e-commerce air shipments into Europe. In response, online platforms could alter their pricing strategies or negotiate with suppliers to share the increased costs, in a bid to maintain their competitiveness and appeal to European consumers.
